Municipal council

It belongs to the executive bodies of the municipality.

The municipal council consists of the mayor, the deputy mayor and seven members of the municipal council who are elected by the municipal assembly, for a period of four years, by secret ballot, with a majority of the total number of councilors.

Candidates for members of the Municipal Council are proposed by the candidate for the President of the Municipality. When deciding on the election of the municipal president, the Municipal Assembly also decides on the election of the deputy mayor and members of the Municipal Council.

The president of the municipality is the president of the Municipal Council. the deputy president of the municipality is a member of the Municipal Council by function.

Members of the Municipal Council elected by the Municipal Assembly cannot be councilors at the same time, and can be in charge of one or more areas under the jurisdiction of the municipality. The mandate of the councilor who is elected as a member of the Municipal Council ends.

Jurisdiction:

Municipal Council:

proposes the Statute, budget and other decisions and acts adopted by the Assembly;
directly executes and takes care of the execution of decisions and other acts of the Municipal Assembly;
makes a decision on temporary financing in case the Municipal Assembly does not pass the budget before the beginning of the fiscal year;
establishes a municipal service for inspection, use of budget funds and a service for internal audit of the municipality;
supervises the work of the Municipal Administration, annuls or cancels acts of the Municipal Administration that are not in accordance with the law, statute and other general act or decision made by the Municipal Assembly;
decides in the administrative procedure in the second degree about the rights and obligations of citizens, companies and institutions and other organizations in administrative matters under the jurisdiction of the municipality;
prescribes special elements of risk assessment and the frequency of performing inspection supervision based on risk assessment from the original jurisdiction of the municipality, as well as special elements of the plan of specific inspection supervision from the original jurisdiction of the municipality;
monitors the implementation of the business program and coordinates the work of public enterprises founded by the municipality;
submits a quarterly report on the work of public enterprises to the Municipal Assembly,
proposes acts adopted by the Municipal Assembly for the protection of the general interest in public enterprises and capital companies founded by the municipality;
decides by decision on the use of current and permanent budget reserve funds;
takes care of the execution of entrusted competences within the framework of the rights and duties of the Republic;
appoints and dismisses the head of the Municipal Administration;
appoints a municipal attorney;
adopts the Municipal Defense Plan, which is an integral part of the Defense Plan of the Republic of Serbia, harmonizes preparations for the defense of legal entities in the activities under the jurisdiction of the municipality with the Defense Plan of the Republic of Serbia, makes a decision on the organization and functioning of civil protection and general purpose units;
passes the Threat Assessment and the Protection and Rescue Plan in emergency situations and the Accident Protection Plan;
forms an appeal commission;
forms expert advisory working bodies for individual tasks within its jurisdiction;
informs the public about its work;
adopts the Rules of Procedure at the proposal of the mayor of the municipality;
performs other tasks in accordance with the law.
